nzos_Handshake Returned 29014 when Receiving Message from a Trading Partner

Symptoms

B2B stops receiving messages sent from a Trading partner. There is no record of messages being received in the B2B reports or B2B.log. Messages are messages sent over SSL and the following errors are displayed in the Apache Error log:

[error] nzos handshake error, nzos_Handshake returned 29014(server hostname.com:443, client 10.10.10.10)
[error] NZ Library Error: Unknown error
