SQL Developer Accessing APEX_RELEASE though there is no APEX in the system (Doc ID 1262957.1)

Symptoms

APEX does not exist in environment at all. The trace file shows SQL Developer is trying to access:
select 1 from apex_release where 1=2.

For example when the following query is issued in sqlplus it fetches 0 rows

select sql_fulltext from v$sql where lower(sql_fulltext) like '%apex_release%';


whereas SQL Developer returns

"SQL_FULLTEXT"

select version_no from apex_release
select sql_fulltext from v$sql where lower(sql_fulltext) like '%apex_release%'
select 1 from apex_release where 1=2


The concern here is that when there is no APEX at all why is SQL Developer trying to access APEX apex_release? Does SQL Developer require Oracle Application Express installed or configured?
