SQL Developer Accessing APEX_RELEASE though there is no APEX in the system

Symptoms
APEX does not exist in environment at all. The trace file shows SQL Developer is trying to access:
select 1 from apex_release where 1=2.
For example when the following query is issued in sqlplus it fetches 0 rows
The concern here is that when there is no APEX at all why is SQL Developer trying to access APEX apex_release? Does SQL Developer require Oracle Application Express installed or configured?
