Error "java.lang.UnsatisfiedLinkError" When Executing a Custom Application Using WCI Portal Server APIs

When attempting to run a custom stand-alone WCI Portal Server API application, the following error occurs:

Exception in thread "main" java.lang.UnsatisfiedLinkError: Native library openkernelsearch_4-2j cannot be loaded. Either the library or its dependencies cannot be found, or all copies of the library have been loaded already:
[attempt 1]: no openkernelsearch_4-2j_0 in java.library.path
[attempt 2]: no openkernelsearch_4-2j_1 in java.library.path
[attempt 3]: no openkernelsearch_4-2j_2 in java.library.path
