Symptoms
Using Content Server 10.1.3.5.1 (100315) and Inbound Refinery 10.1.3.5.0 (090630)
PDFConverter and Outside In X are used to convert JPG images into PDF files.
When the JPG image is converted to PDF, the image is only a few pixels wide and high, which makes it unusable.
The postscript files that are the result of the OIX process are already smaller than expected
