WLS Datasource Connection Pool is Disabled and Doesn't Recover (Doc ID 1264849.1)

Symptoms

After database recovery from a network/database outage, the data source was disabled and didn't recover when the connection was restored. In the logs, it shows the following error when the network outage occurred:
