WebCenter Analytics Console Error "Analytics context could not be created" and "Missing, invalid or expired License" Message in analyticsui.log (Doc ID 1265555.1)

Symptoms

When navigating to the Analytics Console, you encounter the following error:

"Analytics Context could not be created. This is typically due to a configuration problem. Review the Analytics UI logs for more information."
 

You see the following a stack trace similar to the following in analyticsui.log and wrapper_analyticsui.log:
