WLS 10.0: Arrayindexoutofboundsexception issue during JSP pre-compilation! (Doc ID 1266551.1)

Symptoms

When attempting to compile tag files with external start/end, you may see the below error:

STEPS
The issue can be reproduced at will with the following steps:

Compile the following JSP with:

java weblogic.jspc -keepgenerated -verboseJspc test2.jsp


test2.jsp :

<jsp:directive.include file="header.jsi"/>
     Integer i = new Integer(1);
<jsp:directive.include file="footer.jsi"/>


header.jsi :

<jsp:scriptlet>


footer.jsi :

</jsp:scriptlet>
