Symptoms

After upgrade to 10.1.3.5 MLR2 (<Patch 9841044>), you see extreme slowness loading BPEL domains in SOA Suite during system startup.  For example this is going from a normal of two minutes (in 10.1.3.4) to 25 minutes (in 10.1.3.5.2).
