Batchloader Fails To Load Filenames Containing non-ASCII Characters

Symptoms
When attempting to use the batchloader utility to checkin a batch of documents with filenames (or paths) containing non-ASCII characters into Content Server, the following error is displayed:
"Content item '<Content_ID>' was not successfully checked in. The primary file does not exist."
Example output:
/BatchLoader -q -n sampleBL.txt
