Users Are Unable To Log Into A Single Sign-On (SSO) Protected WCI Portal (Doc ID 1270148.1)

Symptoms

Users are unable to log into a Single Sign-On (SSO) protected WebCenter Interaction (WCI) 10.3.0.1 portal.

When using Internet Explorer, "Internet Explorer cannot display the webpage" is displayed.

When using Mozilla Firefox, "The page isn't redirecting properly" is displayed.

If a PTSpy log is taken while reproducing the issue, it appears the portal is endlessly redirecting to the SSO servlet (in Java portals) or the the SSOLogin.aspx page (in .NET portals).

The following PTSpy log message is seen multiples times for the same user:
