Exception 50001 (): Server is initializing After Applying Patch 9774440 (Doc ID 1271261.1)

Symptoms

After applying patch 9774440 to a Reports 10.1.2.3 installation Reports Server wont start.

Removing patch 9774440 makes Reports Server to start again.
This behavior is not seen if a new Reports Server is created
Enabling Reports Server trace the following is recorded in rwserver.trc file.

[2010/11/1 3:50:22:15] Info 50103 (Multicast:registerReceiver): Packet handler unregistered
[2010/11/11 10:51:11:861] Exception 50001 (): Server is initializing
