RP/TUX Cannot Start Tuxedo slisten Service On Windows

When starting the Tuxedo TListen 126.96.36.199.0 service, slisten.exe process, from Windows Service Manager on Windows environment, it fails with following error message:
The TListen 188.8.131.52.0 (Port: 3050) service failed to start due to the following error:
The service did not respond to the start or control request in a timely fashion.
Event ID: 7009
Timeout (30000 milliseconds) waiting for the TListen 184.108.40.206.0 (Port: 3050)
service to connect
And when starting the Tuxedo slisten service from Tuxedo administration tool in Windows Control Panel, it fails with following message:
Error 1060 The specific service does not exist as an installed service
