RP/TUX Cannot Start Tuxedo slisten Service On Windows

Symptoms
When starting the Tuxedo TListen 11.1.1.2.0 service, slisten.exe process, from Windows Service Manager on Windows environment, it fails with following error message:
Event ID: 7000
The TListen 11.1.1.2.0 (Port: 3050) service failed to start due to the following error:
The service did not respond to the start or control request in a timely fashion.
Event ID: 7009
Timeout (30000 milliseconds) waiting for the TListen 11.1.1.2.0 (Port: 3050)
service to connect
The TListen 11.1.1.2.0 (Port: 3050) service failed to start due to the following error:
The service did not respond to the start or control request in a timely fashion.
Event ID: 7009
Timeout (30000 milliseconds) waiting for the TListen 11.1.1.2.0 (Port: 3050)
service to connect
And when starting the Tuxedo slisten service from Tuxedo administration tool in Windows Control Panel, it fails with following message:
Could not access the TListen 11gR1 PS1 (Port:3050) service on \\hostname
Error 1060 The specific service does not exist as an installed service
