Error Occurs When Generating Metadata In OIF 11g: 'The File Was Not Downloaded Or Was Not Downloaded Correctly'

Unable to generate Service Provider (SP) or Identity Provider (IdP) metadata in Oracle Identity Federation installation configured with HTTP Server proxy.

Attempts to generate metadata in Enterprise Manager (EM) console Security and Trust page cause the following popup error:

The file was not downloaded or was not downloaded correctly.

The problem reproduces with both Internet Explorer and Firefox browsers.

The WebLogic AdminServer log shows an entry similar to the one below when the problem occurs:

Steps to Reproduce

1. Access the FMW11g EM console (/em) and login as weblogic user.
2. Navigate to OIF( -> Administration -> Security and Trust -> Provider Metadata
3. In the Generate Metadata section, specify:
      Provider Type: Service Provider
      Protocol: SAML 2.0
4. Click the Generate button.
5. A popup error is displayed: 'The file was not downloaded or was not downloaded correctly.'
