Symptoms

Throttling in OSB Proxy Service via Work Manager is not working

- Configured a Work Manager in Weblogic Console and used it in a JMS Proxy Service to limit the number of concurrent threads instantiated by the Proxy Service to 1.
- Proxy Service is sending a message to a Business Service that replies in 1 minute.
- Theoretically if we put 3 JMS messages in the queue, they should be picked up by the Proxy Service one by minute with this configuration, however the 3 messages are being picked up immediately.
