Deployment Manager Fails To Open With UniversalConnectionPoolException In Log (Doc ID 1273364.1)

Intermittently, the Deployment Manager fails to open when being launched to import or export objects. The browser window opens, but nothing is displayed, and then the browser window closes again. The following error is seen in the logs:

The same error can also occur with other components, for example with Design Console. When it occurs, restarting OIM often fixes it temporarily, but it will reoccur after some time.
