Deployment Manager Fails To Open With UniversalConnectionPoolException In Log (Doc ID 1273364.1)

Symptoms

Intermittently, the Deployment Manager fails to open when being launched to import or export objects. The browser window opens, but nothing is displayed, and then the browser window closes again. The following error is seen in the logs:

java.sql.SQLException: Exception occurred while getting connection: oracle.ucp.UniversalConnectionPoolException: All connections in the Universal Connection Pool are in use

The same error can also occur with other components, for example with Design Console. When it occurs, restarting OIM often fixes it temporarily, but it will reoccur after some time.
