11g DIP Fails to Start. DIP Log File Shows Error: Connection to LDAP server failed - Check configuration of DIP server (Doc ID 1275719.1)

Under Identity and Access in Oracle Enterprise Manager Fusion Middleware Control, DIP status is up, but DIP Components (Quartz Scheduler and MBeans) are down (red arrow).
DIP log file shows the following error:
Connection to LDAP server failed - Check configuration of DIP server
Directory Integration Platform is not able to get the context with the given details: OID host: <OIDhostname.domain> Port: <SSLport> SSL mode:1.
maximum LDAP connection retry count reached

dipStatus also shows DIP as down:
[oracle@ods Oracle_IDM1]$ $IDM_HOME/bin/dipStatus -h <host> -p <port> -D weblogic
[Weblogic user password]
Connection parameters initialized.
Connecting at <host>:<port>, with userid "weblogic"..
Connected successfully.

ODIP Application is down at this host and port.


OID SSL Port and Non-SSL Port values were changed on the General tab of the Server Properties page in Enterprise Manager FMW Control.
