Cannot Use Administration Console After Installing New Weblogic Express 10.0 License (Doc ID 1278239.1)

Symptoms

When installed (i.e., using the bundled license), all the standard features of WebLogic Express are available. After installing a license for WebLogic Express 10.0, the Administration Console doesn't start and the following error appears in the WLS logs:

####<Dec 10, 2010 2:35:16 AM GMT> <Error> <netuix> <> <AdminServer> <[ACTIVE] ExecuteThread: '0' for queue: 'weblogic.kernel.Default (self-tuning)'> <> <> <> <> <BEA-423364> <You must have a valid license to use the WebLogic Portal Framework.>

Changes

New WLS 10.0 MP2 installation. Replaced the file license.bea that is created on installation with the license file LIC-WLXB10 or LIC-WLXC10.
