OmniPortlet Portlet Displays HTML Instead of CSV File When CSV File Stored in UCM (Doc ID 1278283.1)

Symptoms

Creating an OmniPortlet using a Spreadsheet CSV data source:
The sample given in the CSV URL (/htdocs/omniPortlet/sampleData/employees.csv) works fine.

But when using a CSV file that is uploaded to the UCM repository, and using a URL like http://<HOST>.<DOMAIN>:<PORT>/webcenter/content/conn/WCSUCM/path/WebCenter/Persistent_Login/AccessLog.csv  

HTML is shown instead of data.  Different portions of the URL have been tried, without success, e.g. /content/conn/WCSUCM/path/WebCenter/Persistent_Login/AccessLog.csv, gives the following error:
Local files not accessible on this provider. [/content/conn/WCSUCM/path/WebCenter/Persistent_Login/AccessLog.csv]

UCM is using the same authentication via active directory.
The same error occurs in all browser types.

The HTML seen is the SSO Login Screen.
