Unable to Run Admin Applets or Standalone Applications After 11g Installation (Doc ID 1279086.1)

Symptoms

After installing UCM 11g, you try to run the Admin Applets, or a standalone application like the User Admin applet in [DOMAIN HOME]\ucm\cs\ bin\. You get a warning that Java is not installed, or an explicit error like:

Unable to start the application UserAdmin. Failed to initialize. Unable to initialize the system provider 'SystemDatabase'. Unable to initialize the database 'SystemDatabase'. Unable to load driver oracle.jdbc.OracleDriver. Unable to load driver oracle.jdbc.OracleDriver. java.lang.ClassNotFoundException: oracle.jdbc.OracleDriver.
