Error Calling Rules Component in SOA Composite: 'Rule session pool object does not exist' (Doc ID 1280034.1)

Symptoms

When a BPEL component in a composite calls a Rules component, the following error occurs in the SOA server diagnostic log file.

Rule session pool object does not exist.[[
The requested rule session pool object for path default/BRule1!1.0*soa_790b6422-52f0-461a-b65d-4eabdc29ddaf/B_Rule1 and key OracleRulesSDK$B_Rule1 does not exist.
Check the underlying exception and correct the error. This is most likely due to a rules validation error. Validate the rule dictionary in Rule Designer and correct the validation error. If the error persists, contact Oracle Support Services.
