UCM Index Rebuild Fails With Error - DRG-10507: Duplicate Index Name: FT_IDCTEXT2 (Doc ID 1281787.1)

Goal

Index creation fails using OracleTextSearch or DATABASE.FULLTEXT in UCM, failing on creation of index called 
FT_IDCTEXT2, FT_IDCTEXT1, FT_IDCCOLL1, or FT_IDCCOLL2. The error states that there is a duplicate index in the database. This may occur if the dba_registry is corrupt with orphan entries of indexes that have already been dropped.
