OIF 10g: Service Provider (SP) Relaystate Not Being Returned

When we hit the SP, it sends a redirect back to the IDP.
The browser makes the connection to the service and eventually we send a SAMLRequest by posting a form to the IDP.
Contained in the form are two hidden fields. The first is SAMLRequest and the second is RelayState.
RelayState contains a token set by the SP to track the user (this prevents the SP from becoming a relay).

This token is not returned back to the SP instead a URL is returned.
