Unable To Start SQL Developer, Nothing Happens when clicked on the Executable (Doc ID 1283244.1)

Symptoms

Newly installed SQL Developer Does not responds on start-up.
For example click on the "sqldeveloper.exe", but nothing happens. 
There is no error message returned.

Changes

There is no change in the environment. This is new install of SQL Developer. Throughout checking of environment variables shows that multiple Home and product exists and there is _JVM_OPTIONS variable set at the environment. This setting is for other third party tool installed on the same machine.
