Server 500 error Logging into Portal that has been rewired to use an external Webtier (Doc ID 1285901.1)

Symptoms

After rewiring Portal to use an external Webtier (Web Cache and OHS) instead of the Web Cache and OHS that comes with the Portal install, attempts to login fail after submitting the login credentials.  The browser will give the error message shown here:
