Receiving "Unable to locate an available Domain Controller for Domain 'NT AUTHORITY'" When Starting the IPM Security Service (Doc ID 1286531.1)

When starting the IPM services, the Security Service fails to start and reports the following error in the service logs:

Unable to locate an available Domain Controller for Domain 'NT AUTHORITY'

The Windows service may either have just been installed from scratch, reinstalled after a migration or reinstalled after troubleshooting.
