Goal

How does one send an email alert for all the respective users who are subscribed for updates in RSS?
Suppose the announcement / discussion service in a group space has some updates ( new announcement, discussion topic ), the RSS feed will be updated.
How can one detect this change and then send email to those particular group space users automatically?
