Getting "String index out of range: -64" Error When Auto Applying the Load Balancer Plugin Configuration (Doc ID 1287685.1)

Symptoms

Unable to use the Auto Apply feature to transfer Load Balancer (LB) Plugin configuration to the Web Server configuration directory. An error of "String index out of range: -64" is being thrown. The test connection to the Web Server LB plugin also fails.
