Symptoms

While publishing a XSD into Oracle Service Registry (OSR) 11.1.1.3.0 getting the following error:

Error number: 10050
Error code: E_unsupported
Message: I/O error encountered parsing XSD: No scheme is specified.
Message: I/O error encountered parsing XSD: URL with file protocol is not allowed:
file:///<DIR>/<SCHEMA FILE>.xsd.


A similar error is reported for a XML and XSLT.
