After changing of the Group Membership in 11g OAM,  the settings doesn't has an effect  until a restart of OAM Server is performed.


changing the entries in the Identity Store
        groupCacheEnabled to true, 
        groupCacheSize to 10000,
        groupCacheTTL to 5.
