After Updating "numprocs" Value, the Newly Added JVM does not Start (Doc ID 1291568.1)

Symptoms

Changing the value of numprocs (via ASconsole or manually editing the opmn.xml for the default island) does not take affect.

The newly added JVM does not come up using opmnctl startall.

The file ipm.log has the following error:
