Horizontal Scroll Bar Appears In IE7 when using a Custom Site Template with Fixed Size for small devices or Screens

Symptoms
When applying a custom site template with fixed size for small devices or screens (e.g. 800x431px) to group spaces in WebCenter Spaces some components display a horizontal scroll bar at the bottom of the component.
Issue also can be reproduced with any site template if you resize the browser window to about 400px to 400px.
This horizontal scroll bar will allow to scroll only one or two pixels to the right and back.
Components that make the scroll bar to appear are:
- Web Page Component
- All Task Flows (e.g. Document, Discussions, Events, Lists, etc.)
The scroll bar cannot be removed regardless of any widths that are specified for the component or its containing box.

This issue happens consistently with IE7.
Issue doesn't occur with FireFox or IE8.
STEPS
The issue can be reproduced at will with the following steps:
- Create a custom site template for small devices or screens using the following white paper:
Customizing Site Templates in WebCenter Spaces (11.1.1.2.0 and 11.1.1.3.0) - Apply a custom skin to a group space.
O resize the browser window to about 400px to 400px using any site template. - Add any of the following components to a page:
- A Web Page Component.
- Any Task Flow (e.g. Document, Discussions, Events, Lists, etc.).
