Unable to Add a Root Access Control Point in ODSM (Doc ID 1293426.1)

Symptoms

The "root" Access Control Point ( ACP ) has been deleted.
Trying to create a new ACP for the "root" entry  in the Security menu of Oracle Directory Services Manager ( ODSM ) fails with the following error:
