ODI XML Driver Unable to Parse XML Files with UTF8 Characters (such as Cyrillic) in XML Element and Attribute Names (Doc ID 1293441.1)

Symptoms

When attempting to reverse engineer an XML file containing Cyrillic characters with Oracle Data Integrater (ODI) XML Driver the operation succeeds and a correct DTD file is generated.

However, the Datastore names and Columns names are incorrect and show underscore character instead of the Cyrillic characters:
