Symptoms

You cannot log in using SQL Developer x64 on Windows 7 without Admin privileges on Windows 7.

When you click on the SQL Developer Program, you are prompted with the following:

USER ACCOUNT CONTROL
Do you want to allow the following program from an unknown publisher to make changes to this computer?
Program:sqldeveloperW.ext
Verified Publisher:Unknown
FIle Origin:Hard drive on this computer
To Continue, type an Administrator Password then click yes.
