The Dojo Editor for WCI Publisher 6.5 Does Not Work With the Dutch Locale

This defect applies to portal users who have the Dutch Locale in their account settings.
When these users attempt to open a Publisher Content Item for editing they will find that any fields of type Long Text will not display any of the Edit Icons. A yellow warning triangle in the bottom left corner of the Content Item editor page will display the following error message -
