Hot Deployment Not Picking Changes In Application Properties File (Doc ID 1297076.1)

Goal

When doing hot deployments of an application on WebLogic Server, changes made to properties files are not being picked up. Only by recycling the WebLogic Server Managed Server are changes picked up. Can this be avoided?
