Accessing CGI files using the 'cgi-bin' URL is failing on Oracle iPlanet Web Server (Doc ID 1297437.1)

Symptoms

The Web Server is configured to service CGI programs via the 'cgi-bin' URL pattern.

A '404 Not Found' error is being returned when accessing a CGI program within the cgi-bin directory.
