Error When Starting UCM Managed Server: "Could not start server at default relative web root URL" (Doc ID 1298422.1)

Symptoms

When starting the UCM managed server, you see this error:

Could not start server of type 'server' at default relative web root URL 'cs'.
javax.servlet.ServletException: Could not start up IDC server deployment.


You then see a series of errors in the stack similar to these:

Caused By: java.io.IOException: csServletFailedToFullyInitialize
Caused By: intradoc.common.ServiceException:
Caused By: intradoc.data.DataException: !Install aborted.
Caused By: intradoc.common.ServiceException: !csInitSecurityError
Caused By: intradoc.common.ServiceException: !syFileUtilsUnableToCreateSpecifiedDir,[path]
Caused By: java.lang.AssertionError: !syNativeOsUtilsNotLoaded
Caused By: java.lang.UnsatisfiedLinkError: intradoc.common.NativeOsUtilsBase.getNativeVersion()Ljava/lang/String;


then finally:

Could not start admin server at default relative web root URL 'cs'.
javax.servlet.ServletException: The server of type 'admin' started but did not provide a context root (relative web root)
