Cannot Download Files From an APEX Application at Runtime (Doc ID 1299096.1)

Symptoms

An APEX application is being accessed via Oracle HTTP Server (OHS) using the SSL (https) protocol. In addition, the APEX application is using Single Sign-On (SSO) as its authentication method. 

Within the APEX application there is a 'download' link to download a file. On clicking on this link the following error is shown.
Internet Explorer cannot download test.jsp from host.domain
Internet Explorer was not able to open this internet site. The requested site is either unavailable or cannot be found. Please try again later
The problem DOES NOT EXIST if:
  • The APEX application is accessed in Internet Explorer (IE),  via http, whether using SSO authentication or not.
  • The APEX application is accessed in IE, via https / SSL and not using SSO authentication.
  • Using Firefox or Chrome browsers using https / SSL AND SSO authentication.
In summary, the problem only exists using IE 8 "and" https / SSL "and" SSO authentication.
