Getting Error When Compiling Portal Package PLS-00753: Malformed Or Corrupted Wrapped Unit.

Symptoms
The initial issue was seen when trying to register a New Provider or Edit Provider Registration - clicking Connection showed the following error:
Error
Internal error (WWC-00006)
An unexpected error occurred: User-Defined Exception (WWC-43000)
Unexpected error - User-Defined Exception (WWC-35000)
Unexpected error - ORA-06508: PL/SQL: could not find program unit being called (WWC-35000)
Then, some invalid packages in the PORTAL schema were found.
When running utlrp.sql, getting PLS-00753: malformed or corrupted wrapped unit on some packages, namely WWCTX_API_PROXY.
This is causing other packages to become invalid.
