Upon Re-Deployment of WLP Application Header, Footer, StyleSheet Files are Sometimes Not Displayed Properly Due to Rendering Issues of Not Able to Locate Framework Files like Desktop.jsp

Information in this document applies to any platform.
After re-deployment of a WebLogic Portal (WLP) application, sometimes the Header and Footer section of the Portal or image or stylesheet files are not loaded properly.
The server log files complain about missing the following WebLogic Portal (WLP) framework files:
<> <> <> <BEA-423141> <The control com.bea.netuix.servlets.controls.layout.FlowLayout could not be rendered properly because the support file /framework/markup/layout/ShellLayout.jsp could not be located on this server.>
/framework/skeletons/../desktop.jsp could not be found.
/framework/css/style.css could not be found.
...ext-all.js could not be found.
...layout.css could not be found.
...disc.jsp could not be found.
<Error> <netuix> <BEA-423141> <The control com.bea.netuix.servlets.controls.application.Desktop could not be rendered properly because the support file /framework/skeletons/direct-default/desktop.jsp could not be located on this server.>
