Seeing "No Partions Found" when Attempting to Deploy from JDeveloper to a SOA Managed Server (Doc ID 1299323.1)

Symptoms

You have an installation of Oracle Fusion Middleware 11g Release 1 Patchset 3 (11.1.1.4.0) and are attempting to deploy a composite to it via JDeveloper (11.1.1.4.0). However, when you reach the final stage of the deployment wizard from JDeveloper, on the SOA Servers screen where a drop down menu would offer a selection of SOA partitions to deploy to from, you get the message: No Partitions are found as seen in the following screenshot:



Also, when accessing the Enterprise Manager Fusion Middleware Control from a browser, you do not seeing a soa-infra node in the leftmost pane.
