Reports Cache Management when Both CacheSize and MaxCacheFileNumber Are Set (Doc ID 1299965.1)

Goal

In order to limit the number of files in the cache directory, the parameter MaxCacheFileNumber in the <Reports Server>.conf file is set to a particular value e.g. 1000. Despite this it can be observed in the environment that the number of files is fluctuating between e.g. 400 and 450.
What is a probable cause, if the run time EXPIRATION parameter is not used?
