Issue occurs with secured PDFs getting stuck in the refinery post-converted queue. Resubmitting content items for conversion results in the error: "Unable to resubmit content item. The content item is already transferred to the IBR provider for conversion"
A restart of UCM is the only way to get the jobs to come back from the refinery to UCM and allow the content to be released.
