WCI Collaboration Notification Messages Process Slowly Through Sendmail SMTP (Doc ID 1300473.1)

Symptoms

WebCenter Interaction (WCI) Common Notification Service (CNS) sends notifications from WebCenter Collaboration server quickly and correctly immediately after starting but then it slows down to barely sending any messages at all.

A spy log of CNS shows that sends are initially fast, but then shows 4 minute delays later:

Also, a network packet capture between CNS and sendmail shows sendmail deliberately slow when responding to NOOP requests:

That first packet 1577 is actually a NOOP:

Changes

Step by step to reproduce:
1. Build a WebCenter Interation portal and add-on the WebCenter Collaboration product.
2. Configure the CNS (Common Notification Service) to send messages to a sendmail SMTP server. User Configuration Manager to change the "Email Notifications" settings for the "Aqualogic Notification Service". Set the"SMTP Relay Host(s)" to a sendmail server.
3. Create a Collaboration project and add at least one user account as a project members. Make sure to configure this user account with a valid email address that will be recognized by the sendmail server.
4. Send notifications about the project to the user. After many fast sends, notifications will delay longer until they only go out every 4 minutes.
