AIA Service Constructor extension disappears After Being Disabled in JDeveloper 11.1.1.3

Symptoms

When the user installs the AIA Service Constructor extension and decides to disable it temporarily, after restarting the JDeveloper IDE the extension doesn't shows up any more in the Extensions list (in Tools > Preferences) and cannot be enabled back.

User may think that the extension was "uninstalled" and try installing it again, but this doesn't produces any change: still the AIA Service Constructor item is not shown in the Extensions list.

By going to Help > About > Extensions tab, the extension still shows with status of disabled.

This issue occurs specifically with JDeveloper 11.1.1.3.0 and AIA Service Constructor version 11.1.1.3.0.100610.0950.
