Users Are Receiving Error That 'There Is No Installed Logon Method That Can Satisfy This Application' (Doc ID 1301275.1)

During Logon to Windows, as Logon Manager is starting users receive an error message stating that  "There is no installed logon method that can satisfy this application."  Logon Manager does not start after this error is seen.
