Access Log Rotation Happens BySize, Even After Setting Rotation ByTime (Doc ID 1301493.1)

Goal

If you set the access logs rotation ByTime and once in 24 hours at 23:59, you will notice that this defined rotation will not work and the access logs keeps on rotating BySize.
