Can Not View Webconsole/DSCC from Browser Gives Error: "Could not contact the DSCC agent on [host]. Use the command cacaoadm to check that the DSCC agent is installed and running on port 11162."

For a pkg install, the webconsole does not display the login page, and for a zip install, the DSCC login page is not displayed in the browser.
Running dsccsetup status shows no issues:
- DSCC Application is registered in Sun Java (TM) Web Console (for a pkg install, not zip install)
- DSCC Agent is registered in Cacao
- DSCC Registry has been created
Path of DSCC registry is /var/opt/SUNWdsee/dscc6/dcc/ads
Port of DSCC registry is 3998
After being able to view the DSCC in the browser, when trying to create a Directory server instance, gives error:
Error: Could not contact the DSCC agent on <host>. Use the command cacaoadm to check that the DSCC agent is installed and running on port 11162.
For the pkg install, the pkg installation was uninstalled and then re-installed.
