Human Workflow: Error Assignee Not Used When Assigned User is Null or Empty (Doc ID 1302012.1)

Symptoms

Error assignment functionality is not working if a task is created and aerror assignee is specified, but do no task assignee is defined. In this case, when the process is instantiated, the task is not assigned to the error assignee. If the task isn't assigned to any user and error assignee is specified then the task isn't assigned to the error assignee, instead it is assigned to the workflowAdmin user.
